Access ledsagerbeviset (carer certificate) on your telephone

The carer certificate allows you to be accompanied by a carer to events. Several municipalities now offer a digital carer certificate via an app so that it will always be available on your phone. You can also view the carer certificate online.

The municipality will need to register you before you can start using the digital carer certificate service. Contact your municipality to obtain access.

Who can be issued a carer certiciate?

You are entitled to a carer certificate if you have a physical disability that is expected to last for a minimum of two years.

How to apply for a carer certificate

You apply for a carer certificate in the municipality where you reside. Further information and an application form can be found on the municipality's website.

The carer certificate can be used at the following places

The carer certificate is valid at the locations that have introduced the carer scheme. Organisers that accept carer certificates will often provide information about this on their websites and at the entrance to events. As a general rule, cultural organisers that receive government grants are obligated to offer a carer ticket.

Examples of places where the carer certificate can be used

  • municipal concerts, cinemas, exhibitions and other cultural offerings
  • activities and sports events
  • Public transport

The carer certificate is valid throughout the entire country, but the service varies from municipality to municipality and organiser to organiser. You therefore need to check whether the scheme applies to the event or activity you wish to attend or means of transport you wish to use.

The carer certificate scheme only applies in Norway.

Does your municipality offer digital carer certificates?

Several municipalities will start offering digital carer certificates in 2024. If you reside in one of these municipalities, you can access a carer certificate on your phone, either by downloading the app or by logging in online.

Contact your municipality to check whether you can access a digital carer certificate. Once the municipality has granted you access, you can use the Ledsagerbevis (Carer Certificate) app.

The municipalities will continue to offer physical carer certificates in the form of paper or plastic cards which you can be sent by post.

Digitalt ledsagerbevis (Digital carer certificate) is a service that is under development. From 2024, you will be able to present the carer certificate on your phone. Over time, you will be granted access to more features.
