Privacy Policy for KS Digitalt ledsagerbevis (digital carer certificate)

Fiks Digitalt ledsagerbevis and the associated website ledsagerbevis.no have been established for Norwegian municipalities by the Norwegian Association of Local and Regional Authorities (KS) on assignment from the Norwegian Directorate for Children, Youth and Family Affairs. The service is established on the Fiks platform. KS Digital has prepared a standardised national application form that municipalities have the option of using.

The municipality is the data controller

KS Digitalt ledsagerbevis (digital carer certificate) is used by municipalities.

1. Introduction

This privacy policy describes how we, as data processor, process personal data in connection with the Digitalt ledsagerbevis service. KS Digital is committed to safeguarding your privacy and complying with the provisions in the EU General Data Protection Regulation (GDPR). When the term "we" is used in the text below, we are referring to KS Digital.

2. Description of services

2.1 KS Digitalt ledsagerbevis (digital carer certificate) is a standardised national application form and processing tool used by the municipality to process and issue carer certificates. The application records information about the owner of the digital carer certificate such as Norwegian national ID number, name, surname, address, and telephone number. The applicant uploads a photo and states the reason(s) for why a carer is required. The applicant can add other people as administrators of the carer certificate. The municipal case officer will use the tool and process the information entered in the application and prepare a decision on whether the application has been approved or rejected. If the application is approved, the case officer will state the number of carers and the validity of the carer certificate. The decision letter is then sent to the resident via SvarUt either digitally or by post.

2.2 KS Digitalt ledsagerbevis also has an app for residents. The app enables you to have the carer certificate on your mobile phone. The app is supported by IOS and Android. The app allows you to give other people access to the carer certificate. The carer certificate can also be viewed in a browser.

2.3 The website ledsagerbevis.no provides information to residents about the carer certificate service.

3. Data processor

The data processor for KS Digitalt ledsagerbevis is KS-Digitale fellestjenester AS, organisation no. 931 796 003. For any questions concerning the processing of personal data, please contact us at fiks@ksdigital.no.

4. Data controller and data protection officer

The individual municipalities are the data controller for the personal data that is processed in KS Digital ledsagerbevis. The individual municipality's data protection officer is responsible for monitoring and providing guidance to the municipality in connection with matters pertaining to data protection. 5. Personal data and the purpose for processing

5.1 Purpose of the data processing:

  • to process carer certificate applications
  • to issue, administer and display digital carer certificates in app/brower
  • send decision letter to residents (via SvarUt)

5.2 Grounds for data processing

The municipality processes personal data in KS Digitalt ledsagerbevis because this is necessary for performing a task in the public interest or exercising official authority, cf. Article 6(1)(e) of the General Data Protection Regulation (GDPR), with supplementary authority in national legislation. 5.3 KS Digital

On behalf of the data controller, we process personal data in connection with KS Digitalt ledsagerbevis that is necessary for providing the service. The purpose of this is to ensure that letters are sent out to residents in a secure and efficient manner.

5.4 Analysis

The website ledsagerbevis.no does not use cookies. We instead use the tool Plausible, which does not use cookies, does not generate permanent identifiers, and does not collect or store any personal or identifiable data. We collect and store aggregated data that does not contain any personal information. All activity on the website is recorded anonymously, and we only collect the most necessary information to monitor how the website is used.

6. Recipients of personal data

The personal data that we process in KS Digitalt ledsagerbevis is only shared with the individual resident who has ordered a carer certificate and with potential administrators of carer certificates. We do not share the personal data with other parties, unless we are required to do so by law or we have the consent of the data subject.

7. Storage and protection of personal data

We store the personal data for as long as is necessary to fulfil the purpose of the processing or as required by law. We have implemented the necessary technical and organizational security measures to protect the personal data from unauthorized access, alteration, deletion or disclosure.

8. Your rights

As data subject you have the right to access, correct, delete, restrict processing, data portability and to object to the processing of your personal data. To exercise these rights, please contact the individual municipality's data protection officer.

9. Amendments to the privacy policy

We reserve the right to update this privacy policy when necessary. Notice of any changes will be provided within sufficient time before they enter into force. We recommend that you regularly review this privacy policy to remain up-to-date on how we process personal data.

10. Complaints to the supervisory authority

If you are of the opinion that our processing of personal data is not in compliance with the General Data Protection Regulation (GDPR), you have the right to file a complaint with the Norwegian Data Protection Authority.
